Preparation and adaptation of primary care facilities to systemic risks - exploration and implementation in the Vaud region

Pandemics, extreme weather or climatic events, blackouts, cyberattacks, supply chain disruptions : systemic risks pose a growing threat, and primary care facilities can play an important role in crisis situations. Today, these facilities suffer from numerous vulnerabilities in the face of these risks and a lack of preparedness to fully play their front-line role with the population and also protect the hospital sector from overload. Awareness of the importance of these issues is growing throughout society, including in the canton of Vaud, highlighting the need to adapt and strengthen the resilience of primary care..


The goal to which this project contributes is to mitigate the impact of systemic risks on human health by preparing and adapting primary care structures.


The three main objectives are:
1)    To establish a diagnosis of the resilience of primary care to systemic risks in a region of the canton of Vaud
2)    To develop and explore the potential of an emergency health centre concept to strengthen this resilience
3)    To create and evaluate the usefulness of crisis resilience training for primary health care professionals
